County council supports $1.5B bond for health care systems

Sumter County Council voted Tuesday in favor of signing a resolution in support of South Carolina Jobs-Economic Development Authority issuing a hospital revenue bond not to exceed $1.5 billion regarding a nonprofit health company formed by Palmetto Health and Greenville Health System.

The plan to create the nonprofit was announced by both health care systems in June.

The goal of creating the new company is to better the financial performances for both health care systems and to strengthen the company to incur additional capital.

The council also approved third reading of an ordinance to approve a utility easement along the right-of-way at the intersection of North Lafayette Drive and North Main Street.

The ordinance will allow Duke Energy Progress LLC to install utility lines at the intersection - a small project related to the larger 2008 Penny for Progress "Lafayette Diamond" project to reconstruct the intersection of North Main Street, the U.S. 76/378 bypass and other connecting roads.

Later, council approved second reading of a request to rezone 5.8 acres of a 10-acre parcel in the 2000 block of Loring Mill Road from residential-15 to agricultural conservation so the applicant can construct a personal storage building. A portion of the property is already zoned agricultural conservation.

The applicant said he intends to build a barn-like structure with a three-bay garage to store boats, four-wheelers and other recreational vehicles.

He said a single-family home - not to exceed 2,500 square-feet - may also be constructed on the property in the future.

The property is located in Shaw Air Force Base's military protection planning area, which restricts high-density developments such as subdivisions and commercial properties.

In other news, County Administrator Gary Mixon said efforts to pave High Street off East Bay Road have started after years of requests from residents in that area. It's been a long time coming, he said, and it has been a challenge, but storm water work has started.

Mixon also said repairs to Second Mill Pond should start in January, and the goal is for the project to be finished by spring 2018.
