Sumter County Council passed a change to dog adoption rules, approved a rezoning on Beulah Cuttino Road, was presented with two rezoning proposals and heard the fiscal year 2020 draft budget at its meeting Tuesday.

2020 budget shows $52 million in spending, new positions in five departments

Agenda item: An ordinance to provide for a levy of taxes for county purposes of Sumter County, S.C. (known as the Budget Ordinance) for fiscal year beginning July 1, 2019, and to direct the expenditures of said taxes

Reading: First of three

Background: The fiscal year 2019-20 countywide budget was presented in draft form for the first time publicly as a first reading in title only.

County Administrator Gary Mixon presented the $51,882,002 spending budget with $51,612,920 in revenues, equaling a current deficit of $269,082 left to balance.

"Of course, this is a working number," he said.

The draft shows a $1.07 million increase in revenue from the April 30 to the May 14 version because of "updating trend information based on current activity in ROD fees, EMS fees and building rentals," according to county information.

Adjustments were made to public safety operating expenditures, and the summer youth program funding had been omitted from the April 30 version.

The county is expecting to spend the most on public safety with $21.6 million allocated. The next-highest spending is proposed to go to general government administration for $17.3 million.

Last year, the 2019 budget saw $1.2 million in revenue after taking out total spending but ended up reducing the fund balance by $2.1 million after debt service and capital outlay was paid out.

New position requests include:

- One sheriff's office position to fill the security slot for the Treasurer's Office. The security officer has been accommodated in the FY2020 budget as a continuation of the status already in place;

- One Veterans Affairs position to cost $40,000;

- One coroner's office position that is pending funding by the state;

- Four non-attorney solicitor's office positions to cost $280,000; and

- 34 temporary, part-time voter registration/elections office slots that have been funded with state aid.

There will be a budget workshop on May 21 before a second reading and public hearing on May 28 on budget and bond ordinances. The third and final reading is scheduled for June 11.

Request aims to fix improper commercial operation

Agenda item: A request to rezone about 5 acres at 526 Godwin St. from Residential-15 to Agricultural Conservation

Reading: First of three

Background: The property owners, Camille and John Jolly, want to rezone the land to continue operating a business, according to Sumter City-County Planning Director George McGregor. It was found during a zoning enforcement investigation that an auto repair shop had been operating without a proper business license - R-15 does not allow commercial uses.

Historically, the property had a business license for go-kart sales but was discontinued by the owner in 2016, according to county information.

The Planning Commission and staff recommended approval.

Corner of Alice Drive, U.S. 521 may get 46-lot subdivision

Agenda item: A request to rezone almost 46 acres at 1449 Camden Highway from AC to R-15

Reading: First of three

Background: McGregor said the property is essentially farmland at the intersection of Alice Drive and U.S. 521 that would see residential development.

Rock Knowlton, of Bradford Meadows Development Co. LLC, plans to develop the property into 46 low-density 20,000-square-foot lots for single-family homes with water and sewer already in place. Preliminary subdivision plans have been submitted.

The parcel is a Priority Development Area within the 2030 Comprehensive Plan, McGregor said, which could use higher density as there are two five-lane roads intersecting with a stoplight and potential for more commercial development.

Final readings passed for dog ordinance, Beulah Cuttino Road

With no significant changes between first and second readings, a third and final reading was unanimously passed for a request to rezone almost 75 acres on Beulah Cuttino Road from R-15 to AC so the property owners, Donnie and Robin Beard, can develop a new 3-acre lot to build their home.

Third and final reading was also passed for an animal ordinance that now allows for a dog under the auspice of Animal Control to be adopted or fostered if no positive ID is made in six days, according to County Attorney Johnathan Bryan.
