Sumter City Council approved first reading of the city's proposed 2019 budget, which is balanced at $67,218,077 million with revenues and expenditures each totaling $39,365,543 in the general fund on Tuesday after completing a series of budget workshops.
The budget still needs one more vote before it is fully approved.
Council also approved first reading of an ordinance to amend the city's 2018 budget to include a $6 million general obligation bond, approved in March, to fund three projects: $800,000 to reimburse the city's general fund account for improvements made to the Alice Drive fire station last year; $4 million for finishing touches to the Public Safety complex on Lafayette Drive; and $1.2 million to engineer and install a new fiber loop to secure data usage for the city's departments.
The 2018 budget amendment also includes an increase in the amount of money to be transferred from the city's hospitality fund to the general fund.
Originally, it was planned that 45 percent of the hospitality fund would be transferred to the city's general fund based on the predicted hospitality revenues for the 2018 fiscal year.
However, hospitality revenues are more than predicted, so it would be good to use that surplus to purchase park and garden equipment for the tourism department, City Finance Director Beth Reames said.
Mini-storage facility plans passed
City council approved second and final reading of a request to amend the city's mini-storage warehouse development conditions to permit a proposed mini-warehouse storage development site that exceeds the 4-acre maximum, to allow two access points from Constitution Drive and to permit a free-standing sign on the site frontage.
The request also asked council to consider approval of a major site plan for the 80,400-square-foot mini-storage facility and an 800-square-foot office at 430 Constitution Drive.
Unused Ashley Furniture-owned property rezoned for future development
Council approved first reading of a request to rezone 9.72 acres between 2810 and 2850 Broad St. - property owned by Ashley Furniture HomeStore - from planned development to general commercial. The applicant intends to market the undeveloped portion of the land for future commercial development.
Ordinances green light future Alice Drive extension, commercial growth
In preparation for the possible extension of Alice Drive, council approved final reading of an ordinance to annex 8.21 acres at 1501 Camden Highway into the city and another ordinance to rezone that property from agricultural conservation to general commercial.
During a previous meeting, Mayor Joe McElveen said there are no concrete plans yet to extend Alice Drive but that the ordinances will make the process much easier when the time does come.
HUD allocates more grant funding
Council gave first reading of an ordinance that states the city of Sumter received a letter on May 1 from the U.S. Department of Housing and Urban Development announcing the actual allocation for the city's 2018 Community Development Block Grant will increase from $291,838 to $297,301.
In other news, city council approved first and final reading of a resolution to add the Sumter School District Professional Development Conference Celebration to the list of events where beer and wine can be sold. The city of Sumter will not be providing the alcoholic beverages but will permit the sale of such drinks.
