Man, 38, arrested after Sumter officers give Narcan to 16-year-old who overdosed

A 38-year-old man was arrested on Friday for reportedly giving heroin to a minor in Sumter.

Frederick Brown, of Gable, is accused of administering with a syringe the opioid narcotic to a 16-year-old on Nov. 25, 2017 at a residence on Cains Mills Road, according to Ken Bell, public information officer for the Sumter County Sheriff’s Office.

“Later on that same date, while officers were on Broad Street in reference to another situation, a driver pulled up to the location and jumped out of the vehicle, screaming that she needed help because someone in the vehicle had overdosed,” Bell said.

Officers reportedly found the teenager with a pulse but unresponsive, so they administered two doses of Narcan, an anti-opioid overdose drug, and transported her to Palmetto Health Tuomey.

She reportedly spoke with officers at the hospital, Bell said.

A search of the vehicle – in which Brown was a passenger – “led to the discovery of other drugs, and he was arrested on Jan. 5” after a Nov. 28 warrant was issued.

Brown is charged with distribution of schedule I(b) (c) LSD, schedule II narcotic drugs and crack cocaine to a person under 18.

Bell said he has no arrest history with the sheriff’s office.

He said no one else in the vehicle had drugs in their possession at the time of the search.

Brown is being held at the Sumter-Lee Regional Detention Center on a $100,000 bond.
